binutils has 'gar':

/opt/csw/bin/gar=/opt/csw/sparc-sun-solaris2.10/bin/ar l none CSWbinutils

It is also in the filelist for the package:

I do not have the executable in /opt/csw/bin. I installed it on solaris 10(sparc)

Works for me:

dam@unstable10s [unstable10s]:/home/dam > ls -l /opt/csw/bin/gar
-rwxr-xr-x 2 root bin 5617584 May 24 2015 /opt/csw/bin/gar

I suggest to reinstall binutils, that means pkgrm CSWbinutils && pkgutil -y -i binutils
Please paste
  pkginfo -x CSWbinutils
if the error persists.
